Section 6. The governor, for the time being, shall be commander in chief of the militia, appoint and commission all officers in
the same below the rank of general officers; all general officers shall be appointed and commissioned by Congress... Article 3. Religion, morality, and knowledge, being necessary to good government and the happiness of mankind, schools and the means of education shall be forever encouraged... Article 6.
