The email that would be written here is an argumentative email, The audience for whom it was written is the US representative,  the purpose of the mail is to persuade.

What is an argumentative writing?

This is a letter that a person writes in order to get the reader to agree with a particular idea or point of view.

The person writing usually takes a strong point of view on the message they are passing across.

In this letter, the writer is arguing against the bill and would want the representative to turn down the bill.
