In my opinion I think it's not a good idea. I think different types of government offices are established to handle various sectors of a country. They are given the job on the basis of their knowledge, qualifications, skills and experience. They should be more concerned and focused on their own sectors and branches instead of overriding the other branches as one says minding your won business.
