Once free, the Romans established a republic, a government in which citizens elected representatives to rule on their behalf. A republic is quite different from a democracy, in which every citizen is expected to play an active role in governing the state. The government in the early years of the Roman Republic had 3 branches—The Consuls, The Senate, and The Assembly. Rome, in its earliest days, was governed by kings. However, Ancient Rome was to develop its own form of government that allowed the Romans to govern themselves

If you are asking due to the 15-1600s, then it's because the women back then were considered "unlawful" or "unacceptable" when they realized that they didn't have to be thrown around by the men. Women also did "witch-like" things such as warts, and long nails.
