I think that the tool you mean is a book. "The New England Primer". It was an educational book that was very popular between 17th and 19th centuries.

It was teaching the children to read, and at the same time, it was teaching them about the Bible - the primer contained some verses from the Bible.

The president is commander in chief and has the power to control the military. This allows him to enact martial law which can be used on our own soil to put down rebellions and threats to our public peace as well as our institution.
