Poor countries mostly produce raw materials because they don't have enough resources and facilities to produce value-added products. Owing to the fact that they don't have enough money, they're unable to set up large industries and companies, therefore, in order to meet their financial needs the cheapest option for them is to earn money by producing and exporting raw material MOSTLY through agriculture (it could be mining as well) .
