*note that the centre of the circle W is going down by 2 units this only affects the y axis hence the substraction

A dilation of a factor of 2 does not change the centre of the circle rather the radius ( the size of the circle decreases and hence the radius)

So now the radius becomes 8 UNITS/2 = 4UNITS
