To shift the graph to either the left or right, you must change the expression inside the absolute value sign. To move the graph to the left, you must add to the inside of the absolute value sign, and to move to the right subtract from the inside of the sign. In this case, you will add 1 to |x+7| to shift to the left, so the answer should be y = |x+8|.
