The Public Service Organization indicated here is the United States Department of Health and Human Services (USDHHS).

What does the USDHHS do?

The primary role of the USDHHS is to protect the health of all Americans whilst providing human services that are essential.

The most current reform that affected its operations is the Affordable Care Act which helped about twenty million people get health insurance.

In this case, the driver of change was external to the entity, and its current leader is the 25th Secretary known by the name Xavier Becerra. The change indicated above occurred before Xavier became the HHS's secretary.
