This creates space for the water molecules to occupy as it turns to its solid form (ice).

This is the case of this ice-covered lake. The ice, when it sinks, causes the liquid water beneath to freeze because the hydrogen bonds between the water molecules are being expanded enabling the molecules to occupy more space (volume) and make it less dense than liquid water (decreased density).
