Orwell saw totalitarian governments as something very dangerous. These governments were very violent and suppressed people's freedoms and rights. However, these governments were very persuasive and encouraged people to act the way they wanted, even people who didn't support them.

Orwell believed that human beings were very corruptible and that's why he encouraged people to fight against totalitarian governments without equaling them and without giving in to the persuasion they had.
