Why is japan spending so much money on preparing for earthquakes

By being able to prepare for an earthquake it’s more likely less deaths will occur. Such as putting alarms to help warm other to find a safe place. Most likely the earthquakes lead to tsunamis, so Japan is trying to prevent less deaths.
