B, you need to give the reader basically a reason to read it so you give the hook and the topic of the sentence so basically what the story is going to be about.

Volume is how loud they speak, and tone is how they sound while speaking, like how their voice represents the feeling. Like in a persuasive speech about animal abuse, Volume could be loud or soft, and the  tone could be angry or sad.

Since you needed to go from passive to active, the sentence needed to be more straightforward. Passive is a lot more subtle, but on the other hand, active voice tells what the person (the neighbors) is doing directly. So you're basically flipping the sentence over a bit.

This passage is an example of indirect characterization through dialogue. I the conversation there is not much content to characterize Pat and Terrence but the audience can get to understand some things about each one's personality. The audience can infer that Terrence is more direct and extrovert while Pat is shy and introvert but there are not as many clues to be sure about this inferences.
