Adaptations of the alveoli:

Moist walls - gases dissolve in the moisture helping them to pass across the gas exchange surface. Permeable walls - allow gases to pass through. Extensive blood supply - ensuring oxygen rich blood is taken away from the lungs and carbon dioxide rich blood is taken to the lungs.

Both of the statements that is given is false because when the neuron is in resting potential, it is not in a permanent state and the resting potential is negative. The charge of the neuron will be depending on each activities or the charges it accumulates, that is why it is not true that it does not change.
