President Abraham Lincoln suspended the writ of habeas corpus in order to punish the insurgents who prove to be the major factor for the rise of rebellion due to the confederate sympathies.

Explanation:

Many people in Maryland were sympathetic towards the confederate army.  Maryland is also located in a strategic location where all the communication lines and cables connected through Baltimore. Lincoln issued orders to the concerned authority to protect the lines. It was however suspected that  Maryland' personnel were not deemed to be loyal to the Federal government and president issued orders of arrest if he perceived any person expressing sympathy to the confederates.  

John Merryman who found to be training the confederate soldiers was arrested and his attorney applied a petition  which requested the federal court to grant the writ of Habeas Corpus and it was granted by the chief Justice Taney. The writ ordered the military officers to make the prisoner John merryman appear before the court. This order was ignored by Lincoln and the militia which held the Merryman. Taney, found that the suspension of Habeas corpus was not legal and he asserted that only congress had the power to overrule the writ. After which Lincoln issued the proclamation which expounded that he suspended the writ in order to ensure safety of the public from the rise of impulsive rebellion by the confederates.
