The freedom from fear is one of the Four Freedoms discussed by Franklin D. Roosevelt in 1941. He said the following:

 "The fourth is freedom from fear, which, translated into world terms, means a worldwide reduction of armaments to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor—anywhere in the world."

I think that the idea of "freedom from fear" has changed.

In the 1941 speech, the freedom from fear is the reduction of armaments or weapons of war. While in the speech given by Obama, freedom from fear denotes being allies with a strong country, sharing intelligence and weapons training, being ready to take the offensive in the event of war among other countries.
