The axis powers (Germany, Italy, & Japan), were fighting against the allies (UK, USA, China, France, Canada & Russia). Also they're more countries but those were the main ones.
It was originally assumed that the grant was for 92,000 acres, the largest grant allowed by law. But Maxwell kept adding to the grant. In 1877 it was surveyed to be 1,714,764. This uncertainty about the actual size would cause many problems as the land changed hands.
