From this list, I would only consider parts of the United States, Singapore, Japan, Malaysia, and Taiwan as civilized, the rest is suspect to begin with.

There is no credible evidence that the death penalty deters crime more effectively than long terms of imprisonment. States that have death penalty laws do not have lower crime rates or murder rates than states without such laws.

It's also ineffective in the US since every Death Penalty case is automatically appealed and can drag on for decades.
