Mutually Assured Destruction

which means

both countries have enough atomic weapons that if they had a nuclear war they could both anilhilate each other

before the Soviet Union had atomic weapons they did not have any bargaining power

they did not have any weapons that could damage another country like an atomic bomb

but after they developed an atomic they did
