South Africa struggled to successfully shift to self rule because if poverty and crime which brings about corruption.

Self-rule can be regarded as the capability of a nation to exercise all gorvernment function without intervention from an external authority.

Therefore, when there is too much corruption there can't be a stable economy, once there is no stable economy, self rule will be difficult.
