The communist leader, Antonin Novotny, was known to be unpopular. His rule was said to be a form of censorship of the press and a there was no personal freedom for any citizens.

The Czech economy was said to be very weak and a lot of Czechs were said to be bitter that the USSR did controlled their economy.

The action program was a key achievement of the Prague spring reforms, that is said to be adopted by the Central Committee.
