Legalism focuses on God’s laws more than a relationship with God. It keeps external laws without a truly submitted heart. And legalism adds human rules to divine laws and treats them as divine. Many of us have encountered this type of wayward Christianity.
Because shools became way too overpopulated. Some neighbourhood's are bigger then other others thus some schools had a lack of kids and some schools had too many kids.
