The correct translations for " He sings better than he plays" would be canta mejor que toca (option A) As it is a comparison in which he sings (canta) better (mejor) than he plays (toca).
Option B would not apply because the 2nd verb is not "play" but "try."
option C and D present the comparison with the adjective Worse which means peor and D also presents the verbs in different order,
