A good citizen is a citizen that a cares for what the city he is living in commands him to do, like caring for this hygiene around other citizens, being under the law, not littering the streets, not making acts that the government/city prohibits them from doing and etc. Good citizens are loyal to their city, they understand the laws and why they are written and for what reasons, and of course go by them.
