When the plans for the construction of the new high school were revealed to the public, the reception for the blueprints were le

ss than enthusiastic. When questioned as to why the high school had less classrooms than actual teachers, the Superintendent had two answers: the amount of money available to build and the amount of space in which the building will fit. The failed tax increase last fall meant that the School Board was unable to build a school as large as it would have liked. The land purchased for the new school also proved to be not as large as thought due to an underground river and gas pipeline.
A coalition of dissatisfied parents, teachers, and even students are getting together to demand that the plans for the new high school be redone. Said one parent, "We cannot allow outside forces--even money and space--to lower the quality of education for our children." The coalition has yet to determine its name, but plans are in the works for a free and open opposition meeting to occur next Saturday night in the Civic Center.

If I understand what you are asking, I think people in life or death situations should not be held accountable. In most cases, the person in danger would want to live and cry out for help. The person in trouble didn't ask for someone to attack them.
