Also things like character names, themes, and motifs can not be changed due to copy-write laws.

The job of the director is to bring their VISUAL ideas to the performance of the play. They have control over costumes, lighting, sound effects, how actors say their lines, etc.

Think about it like this: a cute romantic story about a guy admiring a girl from a distance  in a coffee shop would make sense. If you change the setting but keep the lines the same it changes the meaning.

You would get a different vibe if the story took place in a creepy forest, or if he was watching her through her house window.
