Answer:

Perishables.

The government didn't allow perishables because for one thing they would spoil and ruin the rest of the food and then there were so many soldiers that if their perishables rotted they would get sick and they couldn't use sickness.

Another thing is that their vegetables were in short supply and in great demand and they wouldn't have enough to ship to all their soldiers.

I’m gonna assume it’s the perishables, considering you gave us no context. i think this because they rot quickly and are difficult to ration??

8:14 – Flight 11 is hijacked over central Massachusetts. There are five hijackers on board.

8:20 – American Airlines Flight 77, a Boeing 757 with 58 passengers and 6 crew members, departs from Washington Dulles International Airport, for Los Angeles International Airport.

8:42 – United Airlines Flight 93, a Boeing 757 with 37 passengers and 7 crew members, departs from Newark International Airport, bound for San Francisco International Airport.
