The imbalance has occurred from the fact that people and organizations have become very conscious of the dangers that such actions pose to the society.

I do not think that the media has overemphasized the issue of identity theft. This issue needs to be dealt with so it is only important that the media talks about it.

On the issue of being watched by the government. The factors that could cause this could be the situations where a person finds himself. There are some situations that could raise suspicions and when this is the case, the government may want to investigate.
