It can be established that  Art is subjective, but art critique can be on different levels based on  opinions and standards of the work,  and personal preference.

In art, criticism is always allowed, and appreciation is also allowed because all these is usually based on  personal preference as regards the work.

For instance, the Art criticism can be done with  elements and principle of design in different perspectives, this can be seen in painting work, which can be analyzed base on how the painting looks.

Hi, to answer your question I will give you the history of photography.
The first camera was made in 1816 by Nicephore niepce. 
Photography started to evolve arounf 1827. Thats when everyone started finding out about photography. Nicephore niepce camera was fuzzy and black and white.
