I think a rough draft is when you start to right down a little bit, right down ideas, motives, etc etc, and I think a final paper is when your ready to properly, right down all of the facts / info that you have gathered, etc etc.
Example:
Rough draft: eating junk food is bad, it makes you fat
Final Paper: Scientific studies demonstrate that the majority of people who excessively consume junk food, turn out to become obese.
The final paper should be as error free as possible.
The final paper should have all the references in place.
The final paper should have the footnotes properly placed and the format is correct for the type of footnote used.
The final paper should follow the guidelines set down by your instructor.
A rough draft need not have any of these characteristics, but it should have at least 5 paragraphs each one fulfilling some material that is relevant to the title. And it should be organized to reflect what the paper is about.
