Hoover initially didn't plan to do anything, because he thought the decrease in the economy could easily be fixed. However when it was clear that it wasn't working, Hoover began helping out, having the Empire State Building being built and all that.

However Hoover's beliefs were that the government shouldn't intervene all that much in peoples lives, and refused to do more. As a result America would continue to suffer. The people would blame Hoover for their suffering, naming their shantytowns "Hoovervilles".
