Congress votes to withhold federal funding from state universities that discriminate on the basis of gender.

What is a way Congress can use its spending authority?

Congress can use its spending authority to raise taxes and spend money. Through use of its spending power, Congress is able to pay the Debts and provide for the common Defense and the general Welfare of the United States.

The Spending Power Clause does not allow to Congress the power to pass all laws for the general welfare.

Basically, it gives Congress the power to control federal taxation and spending.

What was unique about the way the Nile River flooded in ancient Egypt?
Simora [160]

Answer:

Ancient Egypt could not have existed without the river Nile. Since rainfall is almost non-existent in Egypt, the floods provided the only source of moisture to sustain crops. ... When the floods went down it left thick rich mud (black silt) which was excellent soil to plant seeds in after it had been ploughed.

Why did countries want to colonize in the americans
Nataly_w [17]
English sailers were on a mission to find new land to live on. They were tired of England’s monarchy because during those times to be wealthy or participate in government you had to be born into it (monarchy/aristocrats). English men thought of a new idea named Democracy and it needed a society to be tested in. These Englishmen (Christopher Columbus) fell upon North America believing they “discovered it” even though there were already Natives living there. He colonized America because it was a huge piece of land bigger than England and in my opinion he was simply jealous and wanted white people to have the America land. So Christopher got all his white counterparts to colonize America.....
