FDR did not make the defeat of Germany an allied prority because Germany had fired the first shots at the U.S. during its u-boat blockades.

<h3>Why did the U.S. try to defeat Germany first?</h3>

Even though Germany had engaged in a u-boat blockade of Britain, they did not attack American shipping until America joined the war.

This was therefore not a deciding factor in FDR deciding to make Germany the number target of the U.S. armed forces in WWII.
