This is false.

My reasoning for this statement:

The time period in question is <u>after</u> the war of 1812, in 1816, at which point James Monroe was in charge of the <u>federal government</u> and signed a bill involving banks and therefore <u>funding the improvement of infrastructure</u>. The states and local governments were obviously affected but did not fund the change.
