It was the national war labor board...in 1942 president FDR brought back Woodrow Wilson's National War Labor Board or (NWLB), in hopes of stopping or at least slowing down the labor management conflict in WW2.

Some Americans supported it because they believed it was our job to protect democracy around the world. Many people also took any attack such as pearl Harbor, very personal. Making them want revenge. The people that opposed the war were known as Isolationist. It was their belief that the United States shouldn't be involved in any issues regarding other countries
They learned that they could use the media to make their acts of terror, more public. They also learned that attacking certain things of importance, would cause more terror.
