Popular Sovereignty is all about rule by the people. The basic premise here is that the people decide what happens in the state or country by voting. This voting can either be for representatives to then make decisions on behalf of the voters, or it can be a direct vote by the voters on key issues.

The Kansas - Nebraska Act was passed when the two then territories wanted to become states yet there was contention in Congress as to whether to make it a slave state or a free state.

It was agreed that the people of the territories would vote on whether they wanted to be a free state or a slave state and this is the very premise of Popular Sovereignty.
