Conservative leaders were frightened by nationalist leaders and wanted to reduce their influence during the nationalist movements in Europe in the nineteenth century.

The rise of nationalism in Europe was facilitated by the French Revolution and the Napoleonic Wars. American political science professor Leon Baladat said, "Nationalism equates people with the interests of their national groups and helps create a nation, or nation-state, to support those interests. Europe in just a few decades. Monarchy and foreign rule of territory have been superseded by self-determination and the newly formed national government. Some countries, such as Germany and Italy, were formed by integrating states from different regions with a common "national identity".

Other regions such as Greece, Serbia, Bulgaria, and Poland were formed by uprisings against the Ottoman or Russian Empires. Romania is a special case of the unification of the Principality of Moldova and Wallachia in 1859 and the independence of the Ottoman Empire in 1878.
