Umm I'm thinking an adverb
In order to be naturalized, an applicant must first be qualified to apply for citizenship. Then, he or she must complete an application, attend an interview, and pass an English and a civics test. Upon successful completion of these steps, the applicant takes an oath of loyalty, and becomes a citizen.

You would use commas at the end of a quote instead of periods or anything else during the dialogue of the story.
There are exceptions to this rule though. If you are following the dialogue with an action and not a dialogue tag, then you use periods.
Additionally, you can also end with a period if there is an action between TWO separate statements.
There are a few other cases like using a en-dash if you're interrupting a sentence with dialogue and using open quotation marks for long pieces of dialogue, but for the most part, you use commas to end your dialogue.
