“This cake is the best thing I have ever tasted!” Refers to (till this day) not tasting any cake better than this current one, for example = “ this chocolate cake is the best I have ever tasted!” Which means the viewer eating this cake thinks it’s the best cake they have tasted.
I hope this helps!

With context: "Years ago I was in a small town and went into a cafe and ordered cake: that was the best cake I ever tasted." ->you have not tasted any cake better than that up to and including the time you spoke - it is still the best cake.

I have not read the passage myself, but here are some helpful tips that can help you to figure it out. An ellipses is a series of three periods (...). Imagery is description that involves the senses, typically sight. Whatever the story makes you visualize is its imagery. Metaphors are figures of speech that contain comparisons, but do not use "like" or "as." Examples of metaphors include "the blanket of snow" or "the curtain of night." A setting is when or where the story takes place. Hope this helps.
