This is the person that has the necessary skills and requirements that can pass them off as good users of the road.

This is a person that has to be well aware of road principles, follows the law and is watchful of potential harms on the road. The ability to follow the laid down principle of the road is very important while a person is driving.

Certain actions and other forms of driving without the required training may pose as risks to the person driving and also to the other people that may be on the road. Hence in order to be a good driver, you should have  awareness of the risks inherent in the particular road and traffic situation.
