Answer:

The Amendment allows American citizens residing in the District of Columbia to vote for presidential electors, who in turn vote in the Electoral College for President and Vice President. In layperson's terms, the Amendment means that residents of the District are able to vote for President and Vice President.

Explanation:

The Twenty-third Amendment (Amendment XXIII) to the United States Constitution extends the right to vote in the presidential election to citizens residing in the District of Columbia by granting the District electors in the Electoral College, as if it were a state.

Answer: Yes when they did put this to play it got opposed immediately mostly by rural states.

Explanation: They apposed this because you had to change fully and it got put into action immediately so peopled didnt have time to change. People didnt like it they thought the government was giving them enough time and that they had to change completely.
