The narrator says that the main character wore an allotted safari jacket when he went to the area, gave a weak handshake, and talked in a fatherly way. All of these things show that the main character is not ready to deal with the problem at hand. He has political office yet does little to improve people's lives. Nothing he says or promises will help.
