In your speech you are addressing whether something is true or is not true, you should frame your argument as a claim of fact.

The claims are the statements about what is true/good or about what should be done or believed. Whereas, argumentation is a process of more than one person making arguments, by responding to each another.

It is so because in a speech a speaker has to construct a strong and appealing argument to the member of his/her audience. As, the rapport/connection between the speaker and its audience is must. At first we must try to understand the level or the mindset of your audience and then try to come up with your opinions/ideas in a strong agree-disagreeing arguments by portraying it as facts.
