It existed his reputation that caused Charlemagne an effective leader; without the hazard of arms from the warrior-king, the administrative system he had developed would, and later did, fall apart.

Charlemagne sought to combine all of the Germanic tribes into a single kingdom that existed modeled after the Romans. The Frankish kingdom ultimately included individuals of diverse cultures who spoke numerous languages, so Charlemagne appointed native components of the lands he defeated to administer the provinces in his name.
