The immense territories which Charlemagne regulated became understood as the Carolingian empire. Charlemagne presented administrative reforms throughout the lands he handled, showing key representatives in each region and maintaining a general assembly each year at his court at Aachen. It existed his reputation that caused Charlemagne an effective leader; without the hazard of arms from the warrior-king, the administrative system he had developed would, and later did, fall apart.

Charlemagne sought to combine all of the Germanic tribes into a single kingdom that existed modeled after the Romans. The Frankish kingdom ultimately included individuals of diverse cultures who spoke numerous languages, so Charlemagne appointed native components of the lands he defeated to administer the provinces in his name.

At the time it was  already obvious that the Allies would win and it was only a matter of time till Japan surrenders. However, the Japanese were not ready to surrender, and the only other alternative that the Allies had was to lauch a land attach, which would result in even more casualties.
