I can't help laughing when I watch Mr. Bean. This sentence has two verbs. A sentence can have multiple verbs making meaningful statement. Laughing is ending with ''ing.'' So, it can be present participle or gerund as both ends with ''ing.'' Here, laughing is acting as a noun despite of being verb. Hence, it is gerund.
