So, it can be present participle or gerund as both ends with ''ing.'' Here, laughing is acting as a noun despite of being verb. Hence, it is gerund.

Gerund is a verb acting as a noun or pronoun. Gerund is not stick to be used as a noun or pronoun. It can play many role in a sentence. Sometimes gerund act as a subject, object and adverb too. Gerund ends with ''ing.'' For example - Dancing on bollywood songs is a fun.
