The cultural revolution set back china’s modernization because Mao believed that was more important Communism

The Cultural Revolution:

formally known as the Great Proletarian Cultural Revolution, was a sociopolitical movement in the People's Republic of China (PRC) launched by Mao Zedong in 1966, and lasting until his death in 1976. Its stated goal was to preserve Chinese communism by purging remnants of capitalist and traditional elements from Chinese society, and to re-impose Mao Zedong Thought as the dominant ideology in the PRC. The Revolution marked the return of Mao, who was Chairman of the Communist Party of China (CPC), to the central position of power after a period of less radical leadership to recover from the failures of the Great Leap Forward, which caused the Great Chinese Famine (1959–1961). However, the Revolution failed to achieve its main goals

The Nazis were revolutionaries who wanted to radically transform Germany.
Otrada [13]
The actual answer to this is that they weren't revolutionaries. They (in the beginning) did everything according to the constitution that was then in place. They were obedient to all the rules of the land in place at the time. They started out as looking like they would be just rulers with a few wrinkles.

Those few wrinkles (like forced colonization) were what ultimately brought world governments to action against them. It didn't help that they never denied and always acted upon their antisemitic doctrines.

Why was the Continental Congress hesitant to tax American citizens to finance the war?
Mariana [72]

When the Continental Congress wrote the Articles of Confederation, they did not want to enforce taxes on the new states because they did not want to be like Britain. The Articles of Confederation granted the states the right to tax if they wanted to, however it was not a federal law that the federal government tax the states. Given the fact that the states could choose if they wanted to tax or not, it is not surprising that they chose not to tax, causing the United States to go further into debt. This is also one of the main reasons why the Articles of Confederation failed. The debt led them to over print money which led to inflation and also the fact that there was no national currency (each state could make their own money) really helped.
