In president Andrew Johnson's view, African-Americans were denied any role in the process of reconstruction.

President Andrew Johnson granted pardons to all white Southerners in May 1865, allowing them to form new governments but excluding Confederate generals and wealthy plantation owners (although the majority of them ultimately won individual pardons). Blacks were excluded from the process entirely.

He believed that African Americans lacked the capacity to run their own lives. African-Americans did not, in his opinion, earn the right to vote. Most Northerners, even Republicans, initially backed Andrew Johnson's programs. However, there remained disagreement over the rights that African-Americans obtained in addition to emancipation.
