When an administrative rule has been properly promulgated under the administrative procedures act it only has impact on the particular parties involved and not on all of them.

Administrative Procedures Act is the act which looks into how the different administrative agencies of United States' federal government may either establish or propose regulations. It also establishes process for the federal courts of the United States to go for direct review of federal agencies.

The Act includes the requirements for the publication of notices and thus gives an opportunity to the public to comment on these notices and thus give their views.
