In order to negotiate new concepts with prior learning, one must draw on their capacity or confidence to acquire new information  or new concepts by attempting to associate new knowledge with current ones in order to negotiate new concepts with past knowledge and/or experiences.

Everyone has the right to uphold their own personal ideals under the constitution, provided that they do not conflict with the US constitution.

Value systems are essentially the methods that a people believe are appropriate for them to live and interact with one another.

Therefore, there is no conflict at all at college as long as the regulations and tenets of the institution are upheld.

The legislature is still free to perform its duties, according to its own sense of them; though the executive, in the exercise of its constitutional powers, may establish an antecedent state of things, which ought to weigh in the legislative decision. The division of the executive power in the Constitution, creates a concurrent authority in the cases to which it relates.
