The steps which Dr. Vaji should take in order to implement his decision and monitor its effect is that, to attend Leo’s sessions Dr. Vaji will have to organize for more ethnic minority clients.  

So to implement decision and monitor its effect, there should be more number of ethnic minority clients organized by Dr. Vaji to attend Leo’s sessions. Thus, in this way Leo will have more cases to discuss within the remaining period.

As when more people will start attending the sessions, then these increased sessions will be used by Dr. Vaji in order to evaluate improvement of professional skills and multicultural attitudes after their meeting.

Hence, Leo will have improved if an unusually large number of clients do not stop their sessions.
